Contract Labour License – A Complete Guide for Employers and Contractors

What is a Contract Labour License?
A Contract Labour License is a statutory authorization issued by the Labour Department that allows an establishment or contractor to engage a specified number of contract workers. Under the law:
- Principal Employers (organizations hiring contractors) must register their establishment.
- Contractors (who supply labour) must obtain a license from the appropriate authority.
Without proper registration or licensing, employing contract labour is considered a violation of the Act and may result in fines or imprisonment.
Who Needs a Contract Labour License?
- Principal Employers who hire 20 or more contract workers through one or more contractors on any day in the preceding 12 months.
- Contractors who employ 20 or more workers on contract for any establishment.
Even if the workforce is below 20, some states have made registration and licensing mandatory to ensure worker welfare.
Process of Obtaining a Contract Labour License
- Registration by Principal Employer:
- The employer must apply for registration in Form I to the Licensing Officer, along with prescribed fees and supporting documents.
- Application by Contractor:
- Once the employer is registered, the contractor applies for a Contract Labour License in Form IV, submitting the employer’s certificate and other required documents.
- Verification & Grant of License:
- After verification of documents and payment of fees and security deposit, the Licensing Officer issues the license specifying the number of labourers allowed and the validity period.
- Renewal of License:
- The license must be renewed before its expiry to continue operations legally.

- Registration certificate of establishment (Form II)
- Copy of the agreement between contractor and employer
- Identity proof and PAN of contractor/employer
- Address proof of business
- Details of employees to be engaged
- Payment of government fees and security deposit
