جتنے سیلاب اس وقت آ رہے ہیں اور مزید آنے ہیں ان سے بچاؤ فقط پاکستان کو نیڈرلینڈز بنا دینے سے ممکن ہوگا۔ کیونکہ نیڈرلینڈز میں ہم سے زیادہ سیلاب آتے تھے لیکن انہوں نے اپنا آبی نظام ازسر نو ترتیب دیا اور صدیوں سے مشکلات پیدا کرنے والے سیلابوں کو مکمل نا سہی لیکن تقریبا مکمل روک لیا ہے۔
راوی اور ستلج میں پانی نا آنے کی وجہ سے ہم لاپرواہ ہو چکے تھے۔ لیکن پچھلے دو تین سالوں سے سمجھ آ رہی ہے کہ راوی اور ستلج دونوں سے نئی نہریں نکالنے اور نئے بند بنانے کی بہت ضرورت ہے۔ اسی طرح چناب کے اوپر بھی نئے بیراج تعمیر کرنے کی ضرورت ہے جو کہ نئی نہروں کے ذریعے سیلابی پانی کو تقسیم کر سکیں۔

جتنا پانی آ رہا ہے اس کو اتنا پیچیدہ نظام بھی فقط تب روک پائے گا جب بھارت ہمارے ساتھ تعاون کرے گا۔ ورنہ ڈاؤن سٹریم ہونے کی وجہ سے ہم اس آبی جارحیت پلس قدرتی آفت سے کبھی نہیں لڑ سکتے ہیں۔
